The thesis

Procurement is the largest unaudited surface in government spending.

Roughly one in every three euros a government spends passes through a procurement process. Yet the documents that govern those processes — the technical specifications, the eligibility criteria, the scoring matrices — are rarely read with adversarial intent until something has already gone wrong.

By then the money has moved. A specification written to fit a single supplier looks, on the surface, identical to one written in good faith. A cartel rotating winning bids across a calendar year leaves no single document that betrays it. Delivery that quietly falls short of award terms is almost never reconciled against the original promise.

The fraud is not hidden in the exception. It is distributed across thousands of individually defensible decisions.
